For example, the security screening and inspection (SSI) systems of cargo and passengers at the nation’s ports, borders and airports. Kraemer, Carayon, and Sanquist (2009) posit that while technological components of the organizational factors in security screening and inspection systems can be improved or developed, human factors affect the response to detection.

A system developed to deter, detect and delay is only as good as the response.
