Question

As noted in the chapter, most states follow the laws of war most of the time. What elements of the Geneva Conventions and other rules of war lend themselves to compliance, and should states always abide by the Conventions regardless of the enemy?

2. Is it reasonable to expect International Courts like the ICC to be effective without enforcement mechanisms? Should states be forced to abide by ICC rulings? And if so, who should enforce them?
