Is stakeholder involvement common during bill creation?

Facts about the movement:
the movement started from the Indra Chowk area of kathmandu. Mainly Kathmandu’s Newari community helped ignite the movement. At first they were few in numbers, but government forced the public to neutralize their demand. After that the movement exploded with a huge number of participants, forcing government to take back off Guthi bill.

Questions Id like answered in the paper:
– spend a paragraph giving a historical political explanation and also being explicit about the relationship
-what is a land management coop (make sure you explain and cite); also how is this different from a land trust? cooperative land management? basically just explain.
-how did the movement grow? be more specific about what set it off and what that growth looked like
-is stakeholder involvement common during bill creation?
need to specify the urban/rural divide between the language of the bill from Aryal
– the relationship between indigenous communities, land, and development since we didn’t focus a ton on that aspect of development
and give specific info about the indigenous context in Nepal – what do their legal rights look like
-that’s important to note – that each Guthi is different yet the government wanted to make blanket decisions.

Can you do some research on the Guthi Bill and answer these questions? Feel free to also add visuals.
