Introduction
On August 14, 2008, the Higher Education Opportunity Act 2008: an act that imposes a substantial number of changes and provisions by the government towards education was signed by President George Bush. Most of the provisions include financial aid in different categories to the institutions to better education and offer more help to the students. With the Act more people were able to access college education at lower costs as the money meant for scholarships was upped to institutions.
