Problem Statement

Based on the contemporary society’s rate of development, the increased demand and supply of economic investment in disaster-prone areas has been a cause for concern, particularly in disaster preparedness, mitigation, and recovery measures. In most cases, the government takes a leading role in the compensation and provision of recovery resources to the victims of disaster. Recent cases of disasters, such as Hurricane Harvey in 2017 and Michel in 2018, present an example in which the government took a central role in providing relief to the victims of the disaster following incidence. Most recently, the victims of the California Fires received significant support from the state and federal governments in restoring normalcy to their lives.
