According to “experts” the fire and rescue service has what is known as “latent capacity”. In respect of the community safety and prevention agenda in the wider community, how can fire and rescue service resources be used to reduce harm to the community it serves?

Produce a report for your chief fire officer detailing your vision of how a fire and rescue service can meet the challenges of working in partnership to reduce community harm.

A starting point would be to consider the comments made by Sir Ken Knight referenced below which is could be generic to any nation’s fire and rescue service.

Fire and rescue services have a community focused role and have the mandate to keep it safe by employing the full spectrum of tools of risk reduction as well as responding quickly to emergencies pertaining fire (Fire, 2007). Therefore, it is the responsibility of fire and rescue service to ensure that the community it is serving is prevented and protected from any harm by putting into full use of its available resources without mismanaging them.
